I would agree with you. The pain in this situation is not the issue. The more important issue is what the person could be doing to keep from getting a high dose of lidocaine. Because if they have to be in constant pain to get a prescription filled, they could be doing something that would make them more likely to get a prescription filled. For example, they might not refill a prescription if they have pain. This could be a big reason to not take a prescription.
